NO SURCHARGE ON THE PATTY: TRUMP SIGNS THE 90-DAY BEEF WINDOW TO CUT THE GROCERY CHECK
Wednesday he put the Friday promise in writing. Three shipments of lean trim, a 25 percent discount, and a kill switch if the meat case does not move.

WASHINGTON — Folks, the check is the burger. If the patty is seven dollars a pound, the rest of the America First menu does not land.
Wednesday President Trump signed the proclamation that Friday's Truth Social post had promised. Up to 300,000 metric tons of lean beef trimmings get the in-quota rate instead of the 26.4 percent out-of-quota wall. It comes in three 100,000-ton pours: September 1, October 1, and October 31, wrapping by November 30 or whenever the quota fills. That is the grind that goes into ground beef, not the steak on the $30 plate. The February Argentina allotment stays put. This extra window is for "other countries or areas."
The President tied it to the register. Agriculture and the U.S. Trade Representative have to watch whether that trim actually sells at 25 percent below the market. If the discount is a press release and not a price, they tell him, and he can shut off the rest of the faucet. That is the right kind of kill switch: no windfall for foreign packers, no empty cup for the diner.
The why is not complicated. The New York Post, working off Federal Reserve data, had ground beef at $6.89 a pound in July, up 10 percent in a year and 57 percent in five. Steaks were 9.6 percent higher. USDA counted 86.2 million cattle and calves on January 1, the smallest American herd since the 1950s. Mexico's live cattle sat behind a screwworm freeze. Drought and fire chewed the grass. USDA, in the proclamation, figures U.S. beef production down about 4 percent this year while folks keep eating it. Tyson is closing plants in Illinois and Utah. Wednesday's Commerce print kept the Fed's favorite inflation gauge at 3.7 percent over the year. Gasoline is still hanging around four dollars. The diner does not care about a theoretical herd in 2028. It cares about Tuesday night.
Trump put the politics in diner English. "We have a commitment that this beef will be sold at 25 percent below current market prices," he wrote Friday. "This deal will reduce prices for Americans while giving space for our Great American Beef Herd to grow again." To reporters: "I love the ranchers; they've done a fantastic job. But they admit that we need a little help, and, in order to get the prices down, so that's what we're doing." He would not name the countries. "There are a few," he said. Highest quality, he said.
The back of the diner is not applauding. Sen. Tim Sheehy, R-Mont., said the heart is in the right place and the screwworm is real, but this makes the herd harder to rebuild and "will harm our ranching families who feed the nation." Justin Tupper at the U.S. Cattlemen's Association put it in a sentence MAGA usually likes: "You don't put America First by putting U.S. cattle producers last." Colin Woodall at the National Cattlemen's Beef Association told Fox Business the best thing Washington can do is stay out. "This is the third time in less than a year," he said, and "he's definitely lost the plot line." The American Farm Bureau warned that short-term measures can leave a long-term bruise.
Fair enough. They are allowed to keep a profitable year. The herd takes about two years to rebuild, and a lot of ranchers would rather sell cattle into a hot market than hold back heifers. Fine. Then the test is the meat case. September 1 is the first pour. If the discount never hits the grinder, Bean Counting will say so, and the President already wrote himself the authority to kill it. If it does hit, the networks can cry into their oat-milk shakes while the rest of the diner orders the special.
America First is the paycheck and the grocery bag, not a lecture about how expensive beef is a sign of national greatness. A 90-day window on the trim is a bridge, not a surrender of the ranch. We will keep the tab.
